Availability wind turbines

What is the reason that the wind turbines are always standing still.
Is this due to design or maintenance?

Assume there are FEATHERING SPEED LIMITS as with ONSHORE

Onshore the limits are ... LOW of 5 mph HIGH of some 25 mph

What are the OFFSHORE limits
